BRUSSELS – New livestock slaughtering rules agreed to by farm ministers in the European Union and scheduled to take effect in 2013 will mandate regular monitoring of animal stunning areas to ensure animals do not return to sensibility after stunning.

Slaughtering facilities will also be required to designate an animal welfare official responsible for the companies’ operations while also training and certifying employees working with live animals.
